Summary of Job Responsibilities

The primary purpose of the Regional Program Manager (RPM) is to serve as the lead representative overseeing strategic initiatives within one of the agencies in our region. The RPM will coordinate with the associate directors and other senior leadership teams to coordinate the delivery of services including ensuring operational and program development fidelity. The role will understand and implement the agency’s broader strategies and vision within their region, including supporting the area program manager and fostering positive and productive relationships with districts, campuses and other third-party stakeholders.  The RPM will lead all communications, marketing and budget management activities for their region. The role is responsible for collaborating with senior leadership to provide regular updates and reports on regional action plans, financials, participant recruitment, staffing, observation, assessments and overall performance. The RPM will manage the coordination of regional calendars and charts of work. The RPM will also be responsible for leading and coaching their team of direct reports and collaborating with other agency departments and resources to problem-solve and develop strategies to more effectively connect and build positive relationships with staff, teams, partners and stakeholders. GENERAL DUTIES
  • Works with senior leadership and lead staff to develop and implement an overall project plan for the region.
  • Contributes to and directs detailed plans for budgets, timelines, reports and other project management tools, including programming and training schedules.
  • Oversees regional program delivery, communications and marketing.
  • Maintains and develops regional training sites in collaboration with the program development team and training coach.
  • Ensures that program outcomes are achieved and that programmatic survey instruments are deployed.
  • Reports key program metrics and other results on a regular basis.
  • Monitors and drives regional action plans for program improvement.
  • Identifies, assesses, establishes and maintains strategic relationships with external partners throughout the region.
  • Identifies and works with agency departments who can help enhance the program’s overall reach through marketing, recruiting, training and coaching.
  • Helps to field parent and partner issues, compliments and complaints while empowering area managers to solve problems and respond appropriately.
  • Regularly collaborate with leadership on program planning, best practices and overall management in the region.
  • Learn, model and promote life skills training.
  • Articulate the Clayton Youth Enrichment vision, mission, and values.
  • Attend all required training sessions and meetings.
STAFF MANAGEMENT
  • Supervise and support area program managers to integrate agency goals into daily operations.
  • Track and provide support to ensure that the region has adequate staffing for assigned programs.
  • Complete annual and mid-year performance appraisals and employ coaching strategies on both personal and programmatic goals.
  • Promote high expectation levels with corresponding recognition for excellence and achievement.
  • Model and employ coaching strategies to empower area and site leadership to have ownership over their programs and problem solve effectively.
PROGRAM DEVELOPMENT
  • Observe, assess and evaluate program fidelity and compliance.
  • Collect and translate data into report cards in order to build regional and area action plans based on evaluations, feedback, site observations and action plans.
  • Create marketing materials.
  • Monitor enrollment and financial trends.
  • Work with Clayton coaching team to provide technical assistance and coaching to improve quality and service delivery.
  • Serve as a liaison between key district administrators and Clayton office staff.
  • Respond to concerns of participating district and campus administrators and parents.
  • Mediate and facilitate effective resolution of conflicts in a timely fashion.
  • Ensure that Clayton’s agency goals are fulfilled per region and there is clear evidence that the mission, values and vision are implemented in each region.
ADMINISTRATIVE
  • Ensure programs meet all regulations and requirements of governing agencies.
  • Create effective procedures and policies to ensure a productive program.
  • Establish and monitor each regional budget.
  • Prepare and provide reports as required and maintain regular data collection.
  • Prepare reports and propose points of action to ensure that all regional minimum standards compliance documentation is met.

Education/Experience

    • Bachelor’s degree in a related field preferred
    • A minimum of 5 years prior experience managing medium to large teams, as well as multi-site teams in a results-driven environment
    • Experience managing and leading people while learning team members strengths and weaknesses in a effort put employees in a position to succeed
    • Experience in fiscal/budget management, data reporting and management information systems
    • Must be able to fulfill requirements for a licensed “Program Director” under DFPS/DSHS for child care licensing
    QUALIFICATIONS:
    • Strong communication, public relations and interpersonal skills
    • Strong organizational skills, including ability to plan for, implement, track, and evaluate programs as well as staff participation in those programs
    • Ability to communicate effectively, both verbally and in writing, with all internal and external stakeholders
    • High degree of computer proficiency using Microsoft Office
    • Maintain annual training requirements as mandated and successful completion of TXDSHS background check
    • General knowledge of assigned local regions and school districts preferred
